Position Summary:

The Head of Employee Relations will be responsible for providing strategic and hands-on support to the business and the HR team in the areas of employee relations (ER), policy creation and training, ADA, and overall HR compliance. This role will lead the U.S. employee relations team and provide strong consultancy skills, partnership, and thought leadership to deliver strategic U.S. and International employee relations programs. Will work closely with cross functional stakeholders including our Legal, Compliance, HR business partners, and COEs to continue to build upon our compliance and ethics commitments and implement scalable solutions that support our diverse workforce. Will provide relevant experience and critical problem solving and will leverage continuous improvement.


  • Develop, in partnership with key stakeholders, the overall strategic and operational approach to deliver best in class employee relations services including consistent practices, key workplace policies and technology support.
  • Work with the ER team to strengthen the company's internal employee relations capabilities and executing on key programs
  • Create insights from data to inform process and improvements to drive a culture consistent with Horizon's core values
  • Analyze the development needs of business teams and develop and recommend process, policy and training solutions to meet those demands of employee relations, compliance, and work with relevant stakeholders
  • Develop employee relations strategies and proactively benchmark and leverage industry leading practices to identify emerging trends
  • Build and foster trust-based, collaborative relationships with HR business partners, managers and employees at all levels by proactively communicating, providing prompt issue resolution, while ensuring fair and equitable treatment by balancing business, employee, and legal needs
  • Assist in the development, implementation, and communication of policies, procedures, trainings and activities and act as the subject matter expert on a broad range of employee relations policies and practice
  • Assist with requests for documents and information related to hearings and investigations (legal, unemployment, worker's compensation, etc.)
  • Maintain up-to-date knowledge of federal and state employment law and compliance requirements
  • Work in partnership with Legal to research changes in laws and regulations, analyze their impact on the organization and communicate findings to stakeholders

    Qualifications and Skills Required:
    • Bachelor's degree in human resources, business, or a related field
    • Minimum 7 years relevant employee relations and/or HR business partner with s trong employee relations experience, including experience with formal charges/litigation situations
    • Understanding of employment law implications on compliance issues and investigations and the ability to escalate for Legal attention as required. In-depth knowledge of federal and state employment and labor laws
    • Experience with developing and delivering effective employee relations solutions to a variety of audiences in a fast paced, high growth environment
    • Must be detail-oriented and organized, with excellent follow-through and analytical skills
    • Experience handling multiple and complex projects simultaneously, and working in an environment that requires flexibility, innovation, superb customer service skills, and organization
    • High level of discretion due to the sensitive nature of activities within the organization and able to maintain the highest level of personal integrity and confidentiality
    • Proven ability to develop effective business relationships across all levels of the organization
    • A strong coach, adept at influencing, facilitating, process development, analysis, and problem-solving skills
      • Proficient in Microsoft Office, Workday experience a plus
