Job Id:1055# of Openings:1Senior Software Architect (AI/ML Specialist)Democracy International (DI) is seeking to hire a Senior Software Architect (AI/ML Specialist) for an anticipated six-month e-Parliament Feasibility Study opportunity in Bangladesh. The study aims to identify how digital transformation can strengthen parliamentary processes, enhance public engagement, and improve institutional accountability in Bangladesh. The objectives of this activity are to:

• Conduct a feasibility study for transitioning to an e-Parliament system in Bangladesh, following feasibility study guidelines established by the Government of Bangladesh; and
• Based on the findings of the feasibility study, formulate a Development Project Proposal (DPP), in line with government requirements.The feasibility study will consist of a comprehensive ICT Infrastructure & Systems Assessment across the Parliament and Secretariat with several components, including:
  • Software System Assessment & Alignment
  • Data Storage, Backup, and Cloud Assessment
  • Cybersecurity Risk Assessment and Mitigation Strategy
  • Interoperability & Integration Standards EvaluationThis will be a part-time position based in Dhaka, Bangladesh, and will be contingent on award and funding. The anticipated award start date is estimated to be in June 2025.The position'sresponsibilitieswill include:
    • Provide software system design and architecture expertise to support the feasibility study process;
    • Lead the Network Architecture Review and Software System Assessment & Alignment;
    • Support data collection and analysis for other assessments and deliverables, as needed;
    • Support the drafting and presentation of the inception, draft, and final reports;
    • Support the presentation of draft findings to relevant stakeholders;
    • Support the finalization of the report and submission to UNDP.
    • Contribute to the formulation of the Development Project Proposal (DPP)

    • Development Project Proposal (DPP) FormationQualifications
      • A Bachelor's degree (or higher) in Software Engineering, Computer Science, or other ICT-related field;
      • At least 12 years of experience in developing/evaluating large-scale software systems;
      • Knowledge of advanced tools like AI/ML integration and Speech to Text;
      • Experience in coding proof-of-concept modules and technical specifications;
      • Experience in defining software architecture and preparing comprehensive SRS documents and API integration and database design;
      • In-depth familiarity with, understanding of, and ability to successfully navigate within the Bangladeshi context preferred;
      • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members;
      • Professional fluency in English (both spoken and written) required;
      • This position is open to Bangladeshi citizens.Reporting
