Summary

Under the leadership of the Human Resources Director, designs, plans and administers programs and policies relating to all phases of human resources activity.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Maintains knowledge of legal and regulatory requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Develops and maintains contacts with schools, alumni groups, and other public organizations to find and attract candidates.
  • Recruits, interviews, tests, and selects employees to fill vacant program, professional, and management positions.
  • Designs and implements management training in supervisory skills, interviewing, hiring, terminations, promotions, performance review, union relations, safety, and sexual harassment.
  • Working with the HR Director, advises management in the resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Analyzes and makes salary recommendations to ensure compliance and equity within organization.
  • Administers benefits programs such as life, health, dental and disability insurances, pension plans, paid time off, sick leave, and employee assistance.
  • Recommends, designs, and administers employee rewards and recognition programs e.g. nursing tuition reimbursement program, service anniversary program, etc.
  • Oversees cultural and employee programs, including wellbeing, agency events, and recognition.
  • Nurtures a collaborative culture of diversity, equity, and inclusion through discussing issues in a meeting environment which respects and values divergent points of view.
  • Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations.
  • Serves as a member of our DEI committee and provides input and perspectives on DEI issues and opportunities.
  • Advises management and employees on leave of absence policies and procedures. Administers and maintains employee leave of absence cases.
  • Maintains and analyzes records of personnel transactions such as hires, terminations, enrollments, performance reviews, and statistics for regulatory reporting and HR benchmarking.
  • Investigates accidents and prepares reports for insurance carrier.
  • Creates job descriptions and makes job evaluation recommendations.
  • Writes HRIS special reports, modifies/updates HRIS system.
  • Assists in representing the organization at personnel-related hearings and investigations.
  • Advises management on union contract provisions and procedures. Administers labor contract and serves on labor/management committees as applicable.
  • Leads HR programs and processes such as employee recognition programs, workers' compensation, and payroll backup.
  • Research best HR practices, analyzes data, designs HR programs, writes Agency-wide policies and internal HR guidelines.

    Education and/or Experience

    Bachelor's degree (B. A.) from four-year College or University; and five to eight years related experience and/or training; or equivalent combination of education and experience.

    Strong computer skills including knowledge of MS Office, Human Resource systems (UKG/Ultimate Software experience preferred), Internet software, Payroll systems.

    Strong interpersonal and customer skills.

    Ability to write reports, presentations, procedure manuals and other business correspondence

    Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    Certificates, Licenses, Registrations

    SHRM-CP or PHR certification preferred.

    Other Qualifications

    Some local travel required.
