Position Summary: The Senior Director (SD) Government Account Engagement will be responsible for securing appropriate access, coverage, and reimbursement for Horizon's portfolio of products with Fee for Service State Medicaid Agencies, Fee for Service Medicare Administrative Contractors, Department of Defense (DOD), and the US Department of Veterans Affairs (VA & Tricare). This role will have 3 Government Account Director (GAD) reports. The SD participates in the development of strategy and marketing initiatives to strengthen the messaging platform for the company's value proposition to government payors. The SD will work collaboratively with market access colleagues (marketing, field, pricing/contracting, reimbursement strategy, trade, patient services) and cross-functionally with sales, government affairs, and medical affairs to resolve access hurdles across the company portfolio. Responsibilities:

  • Work cross-functionally to determine optimal government account access strategies
  • Responsible and accountable for the "Account Team" process through effective development, execution, measurement, and refinement of clear business plans that deliver on set goals and objectives including successful pull through with matrix teams to enable appropriate access, coverage, and reimbursement
  • Lead and develop the Government Account Directors into a high performing, goal-driven customer-facing team
  • Responsible and accountable for the successful implementation of the Market Access strategic and tactical plan
  • Communicate objectives and update on performance across Horizon Business Unit leadership teams
  • Contribute to the evolution of brand strategy, providing customer insights
  • Collaborate with the market access strategy and reimbursement team to ensure any potential access or reimbursement issues or opportunities are triaged and resolved quickly and efficiently - proactive and reactive
  • Proactively identify potential marketplace trends/barriers and develop recommendations based on learnings
  • Ensure GAD team engagements are compliant Qualifications and Preferred Skills:
    • BS/BA degree required, masters a plus
    • Minimum of 12+ year's pharmaceutical/biotech experience
    • Minimum of 8+ year's of market access or related experience
    • Minimum 6+ years in Government Payor Relations or Account Management
    • Minimum 4+ years of experience leading teams and/or managing people
    • Experience in public payor/agency activities, including an understanding of the Local Coverage Determination Process (LCD) required
    • Previous experience with MAC and CAC coverage is a must
    • Knowledge of P&T, PDL, and pharmaceutical contracting systems required
    • In-depth and current understanding of government payor and reimbursement environment including coding, coverage, and payment decision-making processes/pathways
    • Documented ability to work cross-functionally to resolve payor related issues
    • In-depth knowledge of CMS policies and processes required
    • Lead/contribute to special projects, as assigned, to drive operational performance improvements and maximize business opportunities Excellent planning and organizational skills to work within date-sensitive deadlines
    • Prior rare disease experience is preferred
    • Buy and Bill experience required
    • Payor contracting experience required
    • Outstanding customer relationship, interpersonal, and communication skills with the established ability to effectively work with diverse audiences and influence cross-functionally
    • Strong strategic mindset with the proven ability to effectively identify trends and inform strategy
    • Demonstrated success in a market access leadership role through drug launches. An approach that is highly accountable and the capability of seeing the value of market access broadly beyond payor engagement (e.g. trade, sales, marketing)
    • Comfortable managing multiple projects and delivering strong results
    • Effective presentation and communication skills, both verbal and written
    • Excellent organizational, project management, and problem-solving skills
    • Integrity and leadership business acumen, understanding of field team needs across commercial and medical affairs. Leadership capabilities beyond direct reports, considering what is best for the organization.
    • Demonstrated leadership ability and track record of career progression; building high-performing commercial teams; strong talent assessment capability and the ability to attract, retain and effectively coach a high-performing team.
