Position Summary: The Director, Information Governance position will lead Horizon's enterprise-wide Information Governance (IG) program, strategy and initiatives. This position will be responsible for developing, defining, and executing a successful IG strategy and program at Horizon in compliance with privacy, confidentiality, records retention, and information-security related laws and regulations, and company policies and objectives. This position will p roactively anticipate and direct program changes to support continued compliance with the evolving information management, records management and data protection landscape, and furtherance of Horizon's objectives, as well as drive the productivity of a cross-functional IG Steering Committee comprised of leadership across functions. This position will also be responsible for developing and implementing change management and training programs to educate all Horizon employees on how to identify, maintain, and preserve information consistent with legal, regulatory, and business requirements. The scope of IG encompasses information lifecycle management of records and information assets containing personal information, personal health information, company information, systems and infrastructure. Responsibilities include:

  • Establish an information management and protection framework for an effective enterprise-wide information governance program ("program") and direct day-today activities, including program objectives, policies, procedures, training and communication. Develop methods for demonstrating success through metrics, key performance indicators and third-party assessments.
  • Identify information management and protection laws and regulations and implement actions to ensure compliance. Effectively represent the organization's positions and advocate internal and external policy to shape the development of new laws and regulations consistent with company objectives.
  • Develop and implement an IG compliance monitoring system. Collaborate with key stakeholders to coordinate company-wide risk assessment processes to identify potential risks and control solutions. Monitor actions to identify emerging risks and to close gaps.
  • Direct and oversee the design and implementation of processes and programs that support Horizon's IG efforts, including the risk management program, legal holds, information-mobility related to onboarding and offboarding employees. confidentiality and privacy, and records retention and disposition.
  • Working with the Chief Compliance Officer and IT leadership, define standards for the access of business information by third parties, including processes to define scope of access and to review and/or approve contract language regarding information access.
  • Serve as a consultant regarding information governance and records management to functional-area leaders.
  • Participate in requirements definition, vendor review, and system selection efforts to ensure new systems conform to IG standards.
  • Direct actions to ensure external stakeholders, such as suppliers, have policies and practices that are aligned with laws, regulations, and organizational programs.
  • Along with IT leadership, jointly oversee primary content management systems including records management system and other key content repositories.
  • Coordinate revisions to policies and Records Retention Schedules and work collaboratively with team members to create and implement retention and legal hold strategies for active storage of records across systems.
  • Analyze business and records processes to improve retention requirements and disposition of records and information in alignment with our policies and schedules.
  • Serve as liaison to technical staff for information governance technology identification, selection, implementation and development, and contribute to an incident response team to investigate and respond to data incidents/breaches in a comprehensive and timely manner that complies fully with applicable federal and state laws and manages the impact to the organization's brand. Experience:
    • BA/BS degree in business, information management or related field, or a combination of education and related experience providing equivalent knowledge.
    • At least 5 years relevant experience in compliance, legal, privacy, information security, or related area.
    • Demonstrated experience designing, managing, and executing large-scale, enterprise-wide projects.
    • Excellent verbal and written communication skills with the ability to influence the actions of internal stakeholders and manage relationships with external stakeholders. Preferred Experience:
      • Broad knowledge of information management and protection laws, regulations, and best practices.
      • Information governance experience, including in the areas of personal information, company information, systems, and infrastructure.
      • Experience with the governance capabilities of information and business systems (e.g., Office365, Workday, etc.)
      • Information Governance Professional (IGP), Certified Records Manager (CRM) and/or Project Management Professional (PMP) Qualifications:
        • Broad knowledge of records, information management, and data protection laws, regulations, and best practices
        • Strong analytical skills, including the ability to collect, synthesize, and interpret information from several sources and identify fundamental patterns and trends in data
        • Ability to develop trusting relationships across Horizon, including within functions and business units, and with external partners
        • Ability to communicate efficiently and effectively, conveying information clearly, accurately, and using the best method of delivery
        • Ability to develop and implement creative solutions to complex enterprise-wide problems; building the Information Governance program from the ground up will require vision and innovation as well as the ability to influence and gain support for enterprise-wide change.
        • Ability to make quick and accurate decisions based on impact analyses.
        • Ability to establish clear priorities and orchestrate resources across multiple functions and business units in an organized manner
        • Knowledge of program and project management best practices, including planning, scheduling, tracking, and execution
        • Ability to identify and mitigate risks associated with the development and implementation of the Information Governance Program
        • Strong technical, communication, collaboration, and leadership skills
